A Regional and Comprehensive Approach to the Demobilization and Reintegration of Ex-Combatants

The Multi-Country Demobilization and Reintegration Program (MDRP) for the Greater Great Lakes Region of Africa seeks to enhance the prospects for stabilization and recovery in the region. The program was designed on the premises that:

  • no single donor or agency can address the complexity of disarmament, demobilization and reintegration (DDR) issues in the region;
  • the disarmament, demobilization and reintegration of ex-combatants is necessary to establishing peace and restoring security;
  • peace and security are pre-conditions for sustainable growth and poverty reduction.

The cross-border nature of conflicts in the greater Great Lakes area has led affected countries, regional and multilateral organizations as well as bilateral donors to endorse this comprehensive and regional approach.

Extensive efforts by regional bodies and the international community are underway in the security, political and economic recovery spheres. The MDRP needs to be seen within the broader context of these efforts. It aims to complement national and regional peace initiatives by providing support for the social and economic reintegration of ex-combatants. The program depends on and cannot substitute for political solutions to the conflicts.
